I looked at xdg-open, and all it does is call gnome-open $* for GNOME.

And when I run gnome-open mailto:email@xxxxxxxx I get ///email@xxxxxxxx
- when I run gnome-open mailto://email@xxxxxxxx I get //email@xxxxxxxx.

Looks like the bug is in gnome-open (part of libgnome - calls
g_app_info_launch_default_for_uri to do its work), not xdg-open.
