Martin: It is not clear to me what the issue is. Please give us some
more detail.

I suspect the following: You have built your own local copy of the
Ubuntu DeskTop help html, as per the instructions given on the docs
e-mail list yesterday. And you are clicking on the legal link on the
footer of your local copy. If that is correct, then yes, you will get a
file not found error. Why? because the link assumes the root page, i.e.
the link is not relative but rather absolute to the root page.

Bug description:
  cross reference Question #238281 in trusty-build-html footer in unity-
  introduction.page legal link (see Legal for details) fails (both the
  others work) is this reasonable?

  the common footer to all pages contains a link to Legal which returns
  File not found

  The Google Ubuntu Doc Review lists legal.html as No Changes expected
  for 14.04

  I would expect it to point at https://help.ubuntu.com/legal.html

  the other two footer links work
