  startup failure after update to installed version

Status in “grub” package in Ubuntu:
  New

Bug description:
  I updated Ubuntu 12.04 LTS today, with received update version
  3.2.0.39.47, and then re-started as requested.

  On startup, a text screen appeared as follows:

  "GNU GRUB version 1.99-21 ubuntu3.9
  minimum BASH-like line editing is supported.  For the first word, TAB lists possible command completions.  Anywhere else TAB lists possible device or file completions

  grub> _"

  I was unable to clear this message.  Eventually I shut off power and
  restarted.  The same message appeared and I knew of no options or
  actions to get any different response.  This laptop is suddenly
  worthless to me.  I can not provide any additional data to you because
  I don't know how to get into the system from this state.
