  Upstart should be documented, or at least mentioned in server guide.

Status in Ubuntu Server Guide:
  In Progress

Bug description:
  Binary package hint: ubuntu-docs

  Just took a look through the 10.10 manual.  There is still nothing
  about upstart.

  The way we start services is not at all how server administrators
  coming from other platforms will expect.  I think this should be
  covered, or at least touched on.
