This bug was fixed in the package ubuntu-docs - 15.04.2

Bug description:
  Since the 14.10 version of desktop help does not have a “what’s new in Ubuntu 14.10” line, as previous versions had, there is nothing anywhere on the base page that indicates which version of Ubuntu this is for.
