Thanks for your report, but I can't reproduce the behaviour you
describe. Exactly which Latvian keyboard layout are you talking about?

  Letter missing in Latvian keymap

Status in xkeyboard-config package in Ubuntu:
  Incomplete

Bug description:
  After installation of 14.04LTS I noticed a letter in Latvian keymap
  missing.

  When typed AltGray (Right-Alt) + E it should give out ē, but types €.
  Capital Ē is typed correctly by typing AltGr+Shift+E.

  Please correct because it is very annoying not to be able to type a
  character, one of the frequently necessary ones.
