[Bug 1596152] Re: Restore "Compose Key" documentation

I did some testing on 16.04, and the basic compose key functionality
seems to be present irrespective of how the input method related
variables are set. Maybe I made a mistake when proposing that the
section should be removed. Anyway, I just reinserted it. Thanks, Jeremy!

Title:
  Restore "Compose Key" documentation

Status in ubuntu-docs package in Ubuntu:
  Fix Committed

Bug description:
For some reason, the "compose key" documentation has been removed from
  ubuntu-docs a few years ago.

  Compare:

  https://help.ubuntu.com/12.04/ubuntu-help/tips-specialchars.html

  https://help.ubuntu.com/16.04/ubuntu-help/tips-specialchars.html

I think it's very useful information and should be restored.
