I attached a patch for changing it, and after a test build I could do:
$ dpkg -I libgs9-common_9.19~dfsg+1-0ubuntu3_all.deb | grep Recommends

libgs9-common now recommends fonts-droid-fallback which is provided by
the fonts-android package. fonts-android used to be in main, see LP:
#1249132 for the previous MIR.
