How isn't it a window?

Maybe. Not sure it would be an improvement. It grabs what's visible on
the screen. There may be several open windows which are partly or
completely hidden.

Title:
screen-shot-record.html is inaccurate
Status in ubuntu-docs package in Ubuntu:
Incomplete
Bug description:
screen-shot-record.html is inaccurate. I'm looking at the 16.10
desktop help. "Take Screenshot" isn't a window, it's a section of a
window. The first radio button says "Grab the whole screen" not "Grab
the entire desktop". etc. Someone just needs to read through the whole
page and make a few corrections.
