Ran sudo apt autoremove, worked great!  Freed up a bunch of disk space.

Status in ubuntu-docs package in Ubuntu:

Bug description:
  Upgrading 16.04.4 to 17.04 via Software Updater.  All went well until
  almost the last few minutes when I got the error msg: "Could not
  install 'var/cache/apt/archives/ubuntu-docs_17.04.03_all.deb'".  Added
  message was: Symbolic link '/usr/share/help/br/ubuntu-help/addremove-
  sources.page' size has changed from 60 to 0.
