We're just volunteers here, and we didn't invent the process.

Title:
Reporting bugs against documentation is annoying.
Status in ubuntu-docs package in Ubuntu:
Invalid
Bug description:
I found an error in documentation. I clicked the "file a bug" link. It
takes me here, requires me to log in, shows me a bunch of irrelevant
rubbish, and generally makes reporting the bug a huge hassle. Raising
the barrier to reporting bugs makes developers' lives easier, but
leads to an inferior product.
Expected behaviour: allow me to file a bug against a page of the
documentation.
Observed behaviour: here I am. Aside from the hassle, I don't think
that this report is even going to tell you what page I'm reporting a
bug against, is it? If it does, I'll tell you the bug :)
Suggested fix: make it straightforward to file bugs against
documentation.
