You thought that the page you found should provide guidance for your
Kubuntu desktop, so you reported it as a bug. I called your attention to
the mistake you made and closed the bug. Please accept that and move on.

Bug reports are just that; there are separate resources for seeking
support. Kubuntu Forums sounds as a good choice in your case. In my
experience Ask Ubuntu is often a good place too - sorry to hear that you
didn't get help there.

Kubuntu is an Ubuntu flavor with the KDE desktop instead of GNOME, and
KDE specific desktop matters are not covered by the Ubuntu Desktop
Guide. While a 'catch all' documentation, including all the flavors,
would be a great thing, it won't happen in the foreseeable future due to
a lack of resources. Please note that docs for the Ubuntu desktop as
well as the flavor desktops are written and maintained by volunteers.

So I don't see a meta-bug either.

  Response was zero help, not even attempting to redirect to a more suitable support forum (just closed the report). If Kubuntu is actually not Ubuntu in some way, why do you even tolerate that name? Since googling for "Kubuntu wifi" returns that ubuntu-docs help page as the top search result, should there not be some re-direct for those who ended up there that will not get any help here?

  (I am by far not unexperienced, used Unix at a time when the Internet
  consisted of only 2000 interconnected computers world-wide)

  I try at Kubuntu Forums, and hope for much friendlier responses than
  here and at askubuntu.com (I sought help on actual Ubuntu issues there
  since we are using Ubuntu extensively on server installations). So far
  zero luck getting real help from Ubuntu One or askubuntu.com.

  (further gripes suppressed, it gets tedious)
