Other apt links in the html docs.

I thought the links are present for use within the yelp version of the
docs, but they don't seem to work from there either.

Status in ubuntu-docs package in Ubuntu:
  Confirmed

Bug description:
  If anyone installed ubuntu Desktop 24.04, then opened
  https://help.ubuntu.com/lts/ubuntu-help/addremove-install-
  synaptic.html.de in Firefox and clicked on the "install"-link (it is
  an apt:-URL to apt:synaptic) his Firefox can't find a System Handler
  to open this link, because gnome-software is not installed at this
  point, the documentation doesn't handle this fact and "App Center"
  doesn't open apt:-URLs.

  I suggest to mention the additional installation of gnome-software in
  the documentation or to add the feature to open apt:-URLs in "App
  Center".
