Several big changes:

- Updated support for PETSc. We'll probably make PETSc 2.2.1 the default
  version. configure now gets the compiler flags directly from PETSc.
  Thanks to Matt Knepley for the tip.

- The homotopy solver now automatically refines the solution using
  Newton's method at the end of each converging homotopy path.

- A number of updates of the ODE solvers.

- Added norms and a number of operators to NewVector.
