Yes, there is...

The programmer's reference gets regenerated each night by a cronjob
that checks out the latest DOLFIN and runs scripts/makedoc. I checked
a few days ago and it wasn't generated properly. This has happened
several times before and each time I have had to go and kick the
script to rebuild the programmer's reference manually. I just got
tired of fixing it so I decided to remove the link temporarily instead
of keeping a dead link to a missing page.

We should definitely put the programmer's reference back online, but
we first need to

  (i) check the parameters in doc/progr_reference/html/Doxyfile so
      that the pages are reasonably inexpensive to generate (takes
      forever to generate some pages)

  (ii) check that the cron script is in good shape

Any suggestions for modifications of the existing Doxyfile are welcome.
