Changes to configure.ac

- Don't change spaces to underscore when checking path. Add quotes to deal with spaces in directory names.

- Add flag -Wno-uninitialized when compiling under Cygwin to avoid an error due to a known Cygwin / gcc 3.4 bug.

- Remove flag -U__STRICT_ANSI__ when compiling under Cygwin. This is not needed now that strcasecmp other platform-dependent functions have been removed.
