[HG dolfin] Add new approach to boundary conditions: NewBoundaryCondition.

Implement interpolation of functions on exterior facets in assembler.
Right-hand side vector (including both cell and exterior facet contributions)
is now correct for the Poisson demo.

Need to fix boundary conditions next to get the demo running.
