[HG DOLFIN] Fix broken TimeStepper: function stopped() was not implemented

Changed PETSc make flags: "make -f" -> "make -sf" (silent
make). Otherwise make output ends up in generated file.
ODE:
Added stopped() predicate to TimeStepper (allows checking if stepper
has stopped).
