pkg-config files for dependencies of Dolfin will now be generated (if
non-existent on your system) in #/scons/pkgconfig. During install, the
generated files will be installed in $prefix/lib/pkgconfig together
with the dolfin.pc file, which Requires the other pkg-config files
anyway.

If you like to put the pkg-config files somewhere else, use the option
pkgConfDir=/some/path when running scons.
