SLEPc configuration bug

When PETsc is not enabled, the build system is still checking for SLEPC.I have SLEPC, so the flag -DHAS_SLEPC=1 is added and the build fails.

How can one check if PETSc has been enabled? Using pkg-config doesn'thelp because PETSc may well be installed but not enabled.
