LA:

Removed unused (anyone?) createScatterer(), scatter(), gather(),
toArray(), fromArray() from PETSCVector.

After this commit I get the following warning when building (no error):
dolfin/la/PETScMatrix.h:42: Warning(401): Base class 'PETScObject' undefined. dolfin/la/PETScObject.h:19: Warning(401): 'PETScObject' must be defined before it is used as a base class. dolfin/la/PETScVector.h:37: Warning(401): Base class 'PETScObject' undefined. dolfin/la/PETScObject.h:19: Warning(401): 'PETScObject' must be defined before it is used as a base class.

Can this just be ignored?

No, this shouldn't happen.

I compile with -Wall -Werror etc and don't see this. Is it still there?

I did 'scons -c' and enabled PETSc, and now I'm seeing this error.
