Work on getting DOLFIN running with PETSc.

I've created somethibng called 'linkOpts' and added this to LINKFLAGS by doing

   modEnv.Append(LINKFLAGS=linkOpts)

in dolfin/SConstruct. The cpp Poisson demo runs if you do 'scons' in demo/pde/poisson/cpp. Plotting is broken and I haven't tested pyDOLFIN yet.

Hopefully the SCons experts can help clean it all up.
