Well, I still don't think it makes sense to relate -DNDEBUG with 
enableOptimize. One should use enableDebugUblas if NDEBUG is _not_ 
wanted. In my SConstruct I have

if not env["enableDebugUblas"]:
  env.Append(CXXFLAGS=" -DNDEBUG")
