[HG DOLFIN] Fixed MPI test.

description:
simula-scons update. Did a 'svn export' from simula-scons in the scons
subfolder. This adds support for with<Package>Dir options as an
alternative to setting <PACKAGE>_DIR. Also cleaned up the pkgconfig
generators (hopefylly no new bugs are introduced).
