[HG DOLFIN] Cleanup PETScMatrix.h, maybe norm() should be in GenericMatrix

Cleanup and consistency fixes in PETScVector.h.
Still need to fix PETScMatrix.h/cpp and PETScVector.cpp.
Many functions remove. Only GenericVector interface remains +
