Finish up (first iteration of) new Function implementation:
- Implement extraction of sub functions
- Add FunctionSpace::extract_sub_space. Now all three of
  FiniteElement, DofMap and FunctionSpace have extract_sub_foo()
  functions with similar interfaces.
