This will make scons fail for builds before 0.96.93. But I think 
everyone is using newer versions than this, so it should be OK. 
env.Clone has been there since 0.96.03, but the deprecation warning was 
only turned on for version 0.98, and env.Copy will disappear entirely 
soon, so this change is reasonable.
