Yes, it looks like the mesh argument can be safely removed.

The DofMap class will need some cleaning up. The build() is not even
used right now, but I expect it will need to be to get good parallel
speedup. Once the parallel assembly is in place, we can look more
closely at what to remove, but the Mesh arguments should be ok to
remove now.
