[HG DOLFIN] Add configure step to build process. Now its a three step build process:

Add configure step to build process. Now its a three step build process:

    scons configure
    scons
    scons install

The result from the configure step is pickled and stored in
scons/config.cache. The options in scons/options.cache are used and can
be manually edited as before.
