I've been without an internet connection for a few days and have
worked on moving everything to the new decentralized parameter system.
As a consequence, I have edited quite a few files. So if possible,
hold off any major editing (especially of parameters) to avoid merge
problems.

I'll try to merge as quickly as possible but I need to do some more
testing.
