[HG DOLFIN] Small fix in a unit test.

Add option for inline base64 encoding of VTK files.

See demo/pde/poisson/cpp. XML tags are ascii and only data is encoded.

Gives reduction in file size of about 50% for 3D vector problems. Can be reduced further by using unsigned integers, etc.

Design is such that compression (e.g. using zlib) should be easy.
