I added this blueprint after a discussion this morning with HPL, Ola
and Hake:

Take a look and see what you think.

I suggest we try to get 0.93 ready as soon as we can, and postpone big
changes until later. The for 0.94, I'd like to have both the above
blueprint implemented, as well as

Ideally, we should have 0.94 ready before FEniCS 9.10.
