Is parmetis.h installed in $prefix/include? Or is it in $prefix/scotch/include?

In the first case, it's completely crazy.

In the second case, we need to update the build system/pkgconfig-generator not to
add $prefix/scotch/include and add the scotch prefix when including ptscotch.h.
