instead of

x[0] > (20.0 - DOLFIN_EPS)

try to use

fabs(x[0] - 20.0) < DOLFIN_EPS

or an easier one
right = compile_subdomains('x[0] == 20.0')
...
bc2 = DirichletBC(system.sub(1), zero, right)
