I have changed search path for DOLFIN parameters to

  ./dolfin_parameters.xml
  ./dolfin_parameters.xml.gz
  ~/.fenics/dolfin_parameters.xml
  ~/.fenics/dolfin_parameters.xml.gz

This should not break any existing applications as it previously
didn't work anyway to read in parameters.

Would it be a good idea to collect input/output of "hidden" files to a
common ~/.fenics directory? I'm thinking mostly of ~/.instant. That
directory would then contain

  ~/.fenics/dolfin_parameters.xml
  ~/.fenics/instant_cache/
