How about storing tarballs of 3rd party packages (like PETSc etc) at

  http://www.fenics.org/pub/software/contrib ?

The SLEPc web site is currently down which prevents testing. This has
happened before on many occasions.

We would just need to copy the tarballs to the web pages and change
the addresses in the package files.
