Problem building against SCOTCH

Linking against DOLFIN currently fails on Lucid:

/usr/bin/ld: /usr/local/lib/libscotch.a(parser.o): relocation
R_X86_64_32 against `.rodata' can not be used when making a shared
object; recompile with -fPIC
/usr/local/lib/libscotch.a: could not read symbols: Bad value

Should -fPIC be added somewhere?
