The official standard isn't freely available - it must be purchased
from ISO or ANSI and isn't exactly cheap. :)  There are drafts freely
available in various places - a zip archive of SQL:2008 is available
on the wikipedia article:

There is also a collection of links to various drafts (including
SQL:2008 and older) on the Postgres developers FAQ:
