could you please try to run a test backup in debug verbosity using
PASSPHRASE e.g.

PASSPHRASE=secret duplicity -v9 ~/testfolder file:///tmp/testbkp

and

rerun your failing resumes without gpg-agent but PASSPHRASE in debug
verbosity?

For both runs we need the commandline and the resulting output, make
sure you *obfuscate* private data in it. please upload these to pastebin
or the like and post the links here.
