globals.gpg_profile.passphrase setting

can somebody explain to me why setting duplicity's
 globals.gpg_profile.passphrase
is action dependend at all?

i see that there is the case of a separate signing passphrase. but where is the harm to have globals.gpg_profile.passphrase all the time irrespective the action selected?
why was that introduced?
