As usual you are right, exactly that bug, and the solution:

wget http://anorien.csc.warwick.ac.uk/mirrors/OBS/warwick.ac.uk:/CSC:/Public/CentOS_6/x86_64/duplicity-0.7.04-2.6.csc.x86_64.rpm
yum install duplicity-0.7.04-2.6.csc.x86_64.rpm
