M Yudkowsky confirmed that the question is solved:
Duplicity version 0.7.10 seems to work correctly: an incremental backup
of 2 TB or so took only 45 minutes, the reported time at the end was
consistent with the actual elapsed time, and there was no long delay
between the start of backup and the actual backup:
