Rachel proposed the following answer:
I also encountered this error ("Fatal Error: Unable to start incremental
backup.  Old signatures not found and incremental specified")  but I
believe it is a product of having not created any backups previously.

There must be a full backup created first, and then incremental backups
can be created and logged thereafter.
