I actually set up the duplicity team and duplicity project on Gitlab 
after that discussion (to reserve the name and start poking around). I 
have added you, Ken, as an owner on those. Feel free to control the 
members as you see fit. (Note that it is a basic account now, but as an 
open source project you can request the pro tiers for free.) No pressure 
to start any work on anything, but in case it helps.
