  Menu keyboard navigation should not wrap

Bug description:
  When navigating desktop right click menus using keyboard navigation,
  the focus should not 'wrap' (e.g. when the focus reaches the top or
  the bottom of the menu, a further press loops the focus to the
  opposite end).

  Having hard stops helps user orientation, and wrapping can be
  confusing esp. on small lists.  See the the Launcher quicklists as an
  example of a small list that does not wrap.

  Desired resolution:

  - Desktop menus should not wrap.  This will make them consistent with
  the behaviour of Launcher quicklists.
