Bug description:
The volume settings in the sound menu do not work reliably, if you
mute the system sound from there and make a phone call to that phone,
the phone will indeed be muted as expected BUT when there is another
attempt made to call that phone all the volume settings are overridden
and the ringtone plays in the max volume.
1. Open Sound menu and mute
2. make a missed call from another phone to Ubuntu phone
3. Try another missed call.
What happens:
Mute only works for the first time, on the second attempt the ringtone rings as usual
What should happen:
Mute should really mute no matter what.
