Title:
  Launcher shortcut overlays not working all the time

Bug description:
  Unity keyboard shortcuts do not work every time. After first boot or
  after restarting GDM service are available keys only for lenses and
  trash, until some application window forces launcher to hide and
  unhide. After that are again all keys working, but not always.
  Sometimes it is hard to reproduce it, but this issue is definitelly
  there...
