Bug description:
  Currently if an OEM wants to customize which scopes are displayed and
  queried on the device, the only possibility for customization is to
  add a scope as a separate page, due to a bug in how home-scope
  discovers scopes. Also, we need a simple way for removing scopes
  without actually deleting them from the filesystem image.
