I suppose it I have a related problem. I can type verywhere except for
the dash (& alt+F2) - that is some weird bug in Unity. Also, I made no
changes in my configuration, it stopped working just after I upgraded to
13.10. Arrows work as well.

Bug description:
  Since i have upgrade ubuntu 13.04 => 13.10
  it have modify the way unity and ibus work

  when i am on chinese mode =>  i can write everywhere (unity and apps)
  when i am on french mode (azerty) =>  i can write everywhere, excepte on dashboard of unity
  but  when i use the arrows of keyboard, i can navigate in dashboard, it just when i type letter or number or whatever else it won't write
