Bug description:
In the Flow view, dragging a icon upwards should de-couple the icon so
that it can be dragged and dropped
This is so that a user can for example install an application from
under the 'Apps available to download' category header by dragging one
of the app icons to the Launcher. This should trigger the install
process for that application.
